Here is a great article by Steven H. Steinglass regarding Removal Jurisdiction. This article recently appeared in the Cleveland Metropolitan Bar Journal.

In a nutshell the rules state removal jurisdiction of the federal courts permits state court defendants to remove civil actions to federal courts. When federal law completely occupies a field, the doctrine of complete preemption classifies even traditional state law causes of action as federal and permits removal.
